I've always thought that it is meant to be, but this article on Wikipedia suggests that it is only capitalised when being used as a noun:

With the home page… I'm thinking that certain things should be added eventually:

  • Useful links
  • Featured article
  • Latest version number in huge text somewhere, easy to find
  • Edit: And featured extension

Any other suggestions?
